Sometimes an alarm will be activated when entering a car, as long as the alarm sounds you have a higher risk of getting a wanted level. If the vehicle doesn't spawn, you have to walk away and come back and the vehicle might have spawned. Of course you can see most of the vehicles driving through the streets or parked somewhere else. When you have delivered a vehicle it will not reappear at that spawn-place again.
But, be aware: the vehicle has that spawn-place only when it is on the list which you have to complete at that moment. Almost every vehicle of these lists has a 'spawn-place' in San Andreas which is related to this mission. There are 3 lists of each 10 vehicles to complete. On the blackboard nearby the ship you can find the lists with the wanted vehicles you have to deliver. You will get the maximum compensation when you deliver the vehicle without any damage. You will get money for every vehicle you export, depending on the state of the vehicle. You have to bring them to the import and export crane in Easter Basin Docks, with this crane you have to put them on the cargo ship for the export. In GTA San Andreas you have the possibility to search for vehicles and export them at the crane in Easter Basin Docks, completing all the lists is necessary for the 100%.
